Contract Research by ICAR

An amount of 5% of all seed component to be allocated to ICAR (A) For ‘contract research’ for development of drought resistant varieties of oilseeds and pulses, (particularly of groundnut, soybean, rapeseed and mustard.)

(B) Specific new problems hampering cultivation of these crops needing immediate remedies suggested by states for study through ICAR with approval of the Government of India

Direct funding to National (ICAR, SAUs etc.) and International Research Institutions (ICRISAT) for need based contract research.

2.

Production of foundation and certified seed of oilseeds, pulses and maize

Assistance @ Rs.500/qtl for multiplication of breeder seed into foundation and certified seed by SDAs through SSCs/OILFEDs, NSC, SFCI and KRIOBHCO.

Enhancement of assistance to Rs.1000/qtl. NAFED and IFFCO to be eligible for assistance in addition to organizations listed in column 2.

3.

Distribution of Certified seeds of oilseeds, pulses & maize

i)    30% of the cost of certified seed of all crops or Rs.800/- per qtl., whichever is less.

ii)   25% of cost of truthfully labeled seed of all crops or Rs.600/- per qtl., whichever is less.

i)        50% of the cost of certified seed of all crops or Rs.1200/- per qtl., whichever is less.

ii)      Seed producing agencies to be encouraged to have their seed certified.

iii)     NAFED, KRIBHCO and IFFCO will be eligible for distribution assistance.

iv)    Private sector seed producing agencies will be entitled to this assistance subject to seeds being certified and that distribution undertaken through state Governments.

 

 

 

 

 

 

4.

Distribution of minikits (Varietal diversification)

Supply of seed kits of newly improved varieties/hybrids of oilseed, pulses and maize by NSC/SFCI through State Department of Agriculture (SDA’s) to the farmers.

·         In addition to NSC and SFCI, other agencies like NAFED, KRIBHCO and IFFCO may be included as nodal agencies for supply of seed minikits.

·         Involvement of private sector in the distribution of seed minikits of high yielding varieties/hybrids under seed minikit component subject to such conditions as may be prescribed by the Government of India with regard to type of variety/hybrid, year of release, certification and price at which to be supplied. This will promote introduction of new and high yielding varieties/hybrids and create a level playing field between public and private sector.

·         Supply of minikits by private sector will have to be made through Government agencies.

5.

Distribution of gypsum/pyrite/liming/dolomite

50% of the cost of the material plus transportation limited to Rs.500/- per ha whichever is less. However, for Maharashtra Rs.750/- per ha whichever is less.

Enhancement of assistance to 50% of the cost of the material plus transportation limited to Rs.750/- per ha whichever is less.

Supply of Rhyzobium culture/Phosphate Solublising Bacteria

50% cost of the culture or Rs.50/- per ha whichever is less.

Enhancement of assistance to 50% cost of the culture (Rhyzobium/Phosphate Solublising Bacteria, Azotobactor, Azospirillum culture) or Rs.100/- per ha whichever is less.

7.

Block Demonstrations of Polythene Mulch Technology in Groundnut

Rs.7000/- i.e. (Rs.4000/- plus Rs.3000/- per ha.)

Enhancement of assistance to Rs.8000/- ha i.e (Rs.4000/- for supply of inputs and Rs.4000/- for the polythene sheet per ha.).

8.

Frontline Demonstrations of Polythene Mulch in Groundnut

Actual cost of Demonstration limited to Rs.8000/- per ha (Rs.5000/- + Rs.3000/-) per ha.

Actual cost of Demonstration limited to Rs.9000/- per ha (Rs,.5000/- plus Rs.4000/-) per ha.

     The rate of assistance for polythene mulch enhanced from Rs.3000/- to Rs.4000/-, per ha in view of polythene. Cost escalation.

9.

Distribution of sprinkler sets

Assistance @ 50% cost or Rs.15000 for women, SC/ST, small and Marginal farmers and 33% of the cost or Rs.10000 for other farmers, per set whichever is less.

At par with Micro Irrigation Scheme of DAC. (50% of the cost of sprinkler set limited to Rs.7500/ha)

10.

Pipes for carrying water from source to the field

Assistance @ 50% cost or Rs.15000 for women, SC/ST, Small and Marginal farmers and 33% of the cost or Rs.10000 for other farmers, for a length of 210 meters (35 units of 6 meter each of 75 mm dia of IS-12786-1989 of IS-14151-1 (1994) HDPE pipes) through implementing states.

Assistance @50% cost or Rs.15000 for pipes up to 800 meters. All types of pipes (PVC, HDPE etc.) and all sizes as per the requirement of farmer shall be considered.

11.

Infrastructure Development

For development of irrigation facilities and threshing floors at Seed Farms and storage godowns for seed of oilseeds, pulses and maize to SDAs and NSC & SFCI.

Assistance for infrastructure development to Agriculture Universities and Krishi Vigyan Kendras having farm facilities in addition to organizations listed in column 2.

·         Assistance for infrastructure development to meet its special requirements will be given to IIPR, Kanpur for production of Breeder Seed of high yielding varieties/hybrids of pulses.
